  • Share Your Voice: Help Shape the Design of the Highland Park Place of Remembrance

    The City of Highland Park, in partnership with SWA Group and All Together, is working to design a permanent Place of Remembrance — a space to honor the memory of those whose lives were taken in the Highland Park shooting, and to reflect on the resiliency of our community, especially those who were injured.

    As part of this design process, we are inviting all community members to share their input on the future Place of Remembrance. Your feedback will help shape the design of two connected sites:

    • A prominent, primary place of remembrance at the Rose Garden, adjacent to City Hall

    • A subtle, secondary place of remembrance at Port Clinton Plaza

    A survey with guided and open-ended questions about the design of the permanent Place of Remembrance is available in English and Spanish.

    The survey will be open through April 19, 2026. Looking ahead, community members will have another opportunity later this spring to provide feedback on design concepts once those are ready. Updates on the Design Engagement Process will be available at hpremembrance.org.

    Survey responses are anonymous. Open-ended responses will be shared in their entirety with the project team and City Council to help inform the design. Please complete the survey only once.

    All members of our community are welcome to participate — whether you live, work, or visit Highland Park.

  • Haga Oír Su Voz. Ayude a Dar Forma al Diseño del Espacio de Conmemoración

    La ciudad de Highland Park, en colaboración con SWA Group y All Together, está diseñando un Espacio de Conmemoración permanente – un espacio para honrar la memoria de las vidas que fueron arrebatadas en el tiroteo de Highland Park y para reflexionar sobre la resiliencia de nuestra comunidad, especialmente los que resultaron heridos.

    Como parte de este proceso de diseño, invitamos a todos los miembros de la comunidad a compartir sus aportaciones sobre el futuro Espacio de Conmemoración. Sus comentarios ayudarán a dar forma al diseño de dos sitios interconectados:

  • The design survey invites all community members to share their input on how the permanent Place of Remembrance should look, how it should feel, and what it should mean. The survey includes guided and open-ended questions to help the design team understand what matters most to our community — from the values and stories this space should reflect, to how people hope to experience it. Your responses will directly inform the work of SWA Group, the landscape architecture firm leading the design.

  • The design and construction of the Highland Park Place of Remembrance is led by SWA Group, a landscape architecture firm based in San Francisco, California, with team members across the country, including Chicago. Community engagement and communications are led by All Together, a place-based creative agency headquartered in Evanston.

  • Community input is a vital part of this process — the final design will reflect the voices of those directly impacted, as well as the broader community. All open-ended survey responses will be shared in their entirety with the project team and City Council. However, responses will remain anonymous and shared without identifiable information. The design team will use community feedback to shape design elements, which will be considered at public meetings of the working group and City Council.

  • The Place of Remembrance will span two connected sites in Highland Park: the primary site at the Rose Garden, adjacent to City Hall, and a subtle, secondary site at Port Clinton Plaza.

  • Yes. Survey responses are completely anonymous. Open-ended responses will be shared in their entirety with the project team and City Council, but no personally identifying information will be included. Please complete the survey only once.

  • No. All members of our community are welcome to participate — whether you live, work, visit, or belong to a faith community or other organization in Highland Park.

  • Yes. We welcome input from all community members, regardless of whether you were in Highland Park at the time of the shooting.

  • City Council has final decision-making authority on the design of the Place of Remembrance. The working group – including the mayor, City Council members, City staff,  and community partners – will review community feedback and concept designs and provide recommendations to the City Council.

    All working group meetings are open to the public.

  • In addition to the community survey, members of the community are invited to the Community Workshop:

  • Planning for the Place of Remembrance is a multi-year process, and the City is committed to moving forward with the sense of urgency this project deserves. Communications Guidance

The City’s communications guidance is a reference document to help facilitate compassionate and trauma-informed communication about the Highland Park shooting. The guidance encourages those who are speaking or writing about the shooting to consider common words, phrases, or images that may inadvertently cause retraumatization for some.

The guidance is informed by recommendations from experts at the Department of Justice - Office of Victims of Crime, mental health clinicians, and extensive research. It includes an introduction to best practices, suggestions for trauma-informed substitutions for common phrases, and reference articles on relevant topics. The City maintains the guidance as a living document, and the information is periodically updated to reflect new recommendations or feedback from people impacted by the shooting and the community as a whole.
